The bilateral agreement between Switzerland and Ukraine on cooperation in reconstruction came into force on 9 October 2026. Both states have completed their ratification procedures. In Switzerland, the deadline for the referendum ended on 8 October, after the national and regional council agreed to the proposal in the summer session.
The agreement creates the legal basis for financial assistance, with which Swiss companies can be more involved in the reconstruction of Ukrainian infrastructure and economy. The Ukrainian government can designate required goods and services. The federal government will then issue its delivery to Swiss companies in a public procedure.
In the Ukraine 2025–2028, Switzerland already finances projects from Swiss companies with a branch in Ukraine, while the new agreement applies in principle to all Swiss companies and is intended to mobilise private investments at the same time.
The Agreement was signed on 10 July 2025. On 6 March 2026, the Federal Council took note of the results of the agreement and forwarded the submission to Parliament. The entry into force does not yet give any individual orders: which goods or services are obtained depends on the Ukrainian requirements and the subsequent public tenders of the Federal Government.
